REVITALIZATION OF THE BARANGAY ANTI-DRUG ABUSE COUNCIL (BADAC) AND THEIR ROLE
IN DRUG CLEARING OPERATIONS

Whereas, the rampant drug-related incidents lingered in our community despite


the comprehensive efforts of the PNP and other law enforcement
government agencies.
Whereas, collaborating in illegal drug activities triggers various ill effects such as
self-destruction and committing of heinous crimes that are mostly linked
to drug-related cases;
Whereas, the presence of illegal drugs is deemed to threaten the peace and order
in our communities nationwide and thus the barangay is categorized as
he first line of defense for the campaign against illegal drugs; and should
lead to combat in drug clearing operation;
NOW, THEREFORE, I, HON. MARILYN A. CORDENO Punong Barangay of Barangay
Nino,Isabel,Leyte ,City/Municipality, Province.

Section 1: The Barangay Anti-Drug Abuse Council (BADAC) will be composed of the following:
A. COMPOSITION
Chairman :Hon. Marilyn A. Cordeno Punong Barangay
Vice- Chairman :Hon. Gaylord S. Egot Committee on Peace and Order
Members :Hon. Maria Victoria H. Luce Women & Family
:Hon. Faith B. Nillas SK Chairperson
:Maria Lolin Reyes Member, School Principal (MES)
:Frederick Urboda Member, Chief Tanod
:Erra Nepomuceno Member, Faith- Based Organization
:Joel Soquina City/Municipal Chief of
Police/Representative

B. POWER AND FUNCTIONS:


1. Conduct regular meeting at least once a month and call for a special meeting
whenever necessary;
2. Plan, strategize, implement and evaluation programs and project on drug abuse
prevention in the barangay;
3. Organize BADAC Auxiliary Team to compose the ideal number 25 members per
2,000 population of the barangay representing streets, puroks or sitios;
4. Orient BADAC Auxiliary Team of their role and functions in formulating plan of
action to address the problem;
5. Equip Barangay Tanod and BADAC Auxiliary Team on their role and functions in
the campaign against street level illegal drugs trade through seminars or
training;
6. Coordinate and collaboration with other institutions implementing programs and
project in drug abuse prevention at the barangay level;
7. Continuously gather and update data on all drug related incidents and its effect
on the peace and order situation in the barangay including listing of suspected
drug users and pushers;
8. Submit a monthly report to the Municipal Anti-Drug Abuse Council copy
furnished the DILG Municipal Field Office;
9. Refer suspected drug users to the MADAC and other institutions for
corresponding counselling and/or rehabilitation;
10. Conduct an information Education Campaign (IEC) on illegal drug demand
reduction;
11. Monitor disposition and progress of drug related cases filed; and
12. Perform other related functions.

C. BADAC COMMITTEES
a. Composition

● Chair: Hon. Gaylord S. Egot “Kagawad” (Chair of Peace and Order)

● Members: Executive Officers/Chief Tanod BADAC Auxiliary Team (Ideally 25

members per 2,000 barangay population)

b. Roles and Responsibilities

● Prepare and maintain a confidential list of suspected users, pushers,

financiers and/or protectors of illegal drug trade found in the LGU’s area of
jurisdiction to be submitted to the City/Municipal Anti-Drug Abuse Council
copy furnished the PNP Anti-Illegal Drugs Special Operations Task Force
(AIDSOTF); and

● Establish rehabilitation/referral desks and process applications for

rehabilitation of drug dependents.


c. Pre-operations

● Identification of drug-affected house clusters, work places, streets, puroks,

and sitios where manufacture, delivery, sale, or use of illegal drugs are being
conducted and to report the same immediately to the PNP or the Philippine
Drug Enforcement Agency (PDEA)

● Conduct administrative searches of suspected drug dens/laboratories

● Conduct briefings, meeting prior to the launching of operations to ensure

positive results and safety of the operating teams and the community.
d. During operations

● Ensure safety of the community and regularity of the operations

● Any elected barangay official present during the operations to witness the

inventory of seized drugs/paraphernalia.

● Extend such other necessary assistance to the PDEA and PNP authorities in

its operation against illegal drugs including but not limited to the
preservation of evidence and protection of witnesses and suspects against
unlawful acts;
e. Post-operations

● The elected barangay official present during the operations shall execute an

affidavit and act as witness in court hearing in the prosecution of drug cases.

● Submit report of drug-clearing operations conducted, if any, to the

City/Municipal Anti-Drug Abuse copy furnished the DILG City/Municipality


Field Office;

For operation conducted/initiated by the PDEA/PNP, an elected barangay official should be


involved immediately after the raid and be present to stand as witness during the conduct of
inventory.

1. Identify and report to the BADAC suspected drug dependents, pushers, illegal drug
laboratories, and other illegal drug-related activities in their areas;
2. Assist in the conduct of information, education and communication campaign activities;
3. Help facilitate in the preparation and distribution information, education, and
communication materials in collaboration with schools, neighborhood associations, etc; and
4. Initiate the conduct of neighborhood activities to prevent drug abuse in their area of
operation especially among children and youth.

C. ROLES AND RESPONSIBILITIES

1. Coordinate and collaborate with other institutions in the barangay. If any, (e. Barangay
Peace Action Team (BPAT), etc.) in implementing programs and projects on anti-illegal
drug abuse;
2. Conduct consultative meeting with the organization of the barangay, such as the
parents Teachers Community Association (PTCA), youth groups, Boys and Girls Scouts,
Religious Organization, Senior Citizens, Neighborhood Association, Purok and MODA and
other organizations existing in the community to get their commitment to assist in
curbing the drug menace in the communities
3. Strengthen the linkages of the Barangay Officials with community, higher LGUs, Local
Police and PDEA on anti-drug campaign;
4. Strengthen the family by promoting values, parental care and guidance that will prevent
children from attempting to and/or use of prohibited drugs;
5. Conduct necessary seminars for the community of the dangers of illegal drugs in the
coordination with the PNP;
6. Empower the community in reporting drug related cases through an
award/commendation system; and
7. Identify and implement sustainable livelihood projects as a reintegration program to
former drug pushers and drug addicts.

Section 3 EFFECTIVITY: This Executive Order shall take effect immediately.
