(A) Petition by the Forest Dwellers to the NHRC

To
The Chairperson
National Human Rights Commission (NHRC)
New Delhi

Subject: Petition against forced displacement of tribals from forest areas

Respected Sir/Madam,

We, the tribal people and forest dwellers of the Satpura National Park, Bori Wildlife Sanctuary
and Panchmarhi Wildlife Sanctuary, wish to bring to your notice the serious problem of our
proposed displacement from our ancestral lands.

Forests are our only source of livelihood. We depend on them for food, fuel, medicine and
shelter. These forests are also deeply connected to our traditions, culture and beliefs.
Displacement will destroy our way of life and push us into poverty.

We believe that development should not come at the cost of human rights. We request the
Honorable Commission to intervene in this matter and protect our Right to Livelihood,
Equality and Dignity.

We hope you will take immediate action and ensure justice to our community.

Thanking you,

Yours sincerely,
The Forest Dwellers and Tribal Communities
Hoshangabad District, Madhya Pradesh

opportunities and basic facilities such as education and healthcare.

necessary for sustainable development.

Yours sincerely,

(C) Report of the NHRC on the Matter

After examining the petition and the government’s response, the National Human Rights
Commission observes that while environmental protection is important, it should not violate the
fundamental rights of tribal communities.

The Commission notes that forest dwellers have lived in these areas for generations and their
livelihood, culture and dignity must be respected. Any displacement must be done only after
proper consultation with the affected people.

The NHRC recommends that:

 Forced eviction should be avoided

 Proper rehabilitation and compensation must be ensured
 Alternative livelihood opportunities should be provided
 The consent of tribal communities should be taken

The Commission directs the state government to submit a detailed report on the steps taken to
protect the rights of forest dwellers.
