II. CONCEPTS:
A. Certain laws citing continuing professional development for teachers:
1. Batas Pambansa 232 Section 16, (4) states that one of teacher’s
obligations is to assume the responsibility to maintain
and sustain his professional growth and advancement.
2. RA 9115 “An Act Instituting a Framework of Governance for
Basic Education, Establishing Authority and Accountability”
(CPD is also encouraged here.)
Sec. 7. Powers, Duties and Functions. – The Secretary of the Department
of Education shall exercise overall authority and supervision over the operations of
the Department. In addition to his/her powers under existing laws, the Secretary of
Education shall have authority, accountability and responsibility for the following:
(6) Enhancing the employment status, professional competence, welfare and
working conditions of all personnel of the Department Section 7 A, (6)
(9) Encouraging staff development; Section 7, E (9)
3. Code of Ethics for Professional Teachers
Section 3. Every teacher shall participate in the Continuing Professional
Education (CPE) program of the Professional Regulation Commission, and shall pursue
such other studies as will improve his efficiency, enhance the prestige of the profession,
and strengthen his competence, virtues, and productivity in order to be nationally and
internationally competitive.
4. RA 10912 – Continuing Professional Development Act of 2016
Section 2. Declaration of Policy – It is hereby declared the policy of the State
to promote and upgrade the practice of professions in the country. Towards this end,
the State shall institute measures that will continuously improve the competence
of the professionals in accordance with the international standards of practice, thereby
ensuring their contribution in uplifting the general welfare, economic growth and
development of the nation.
Based on Professional Regulatory Board for Professional Teachers Resolution
No. 11, Series of 2017, the following credit units are required;

January – December 2018 30 credit units
January 2019 onwards 45 credit units
5. Ways By Which Professional Teachers Can Earn Credit Units
5.1 Professional Track – includes trainings provided by CPD providers accredited
by PRC. Units can be earned as participant, resource speaker, trainer,
demonstration teacher, panellist or moderator.
5.2 Academic Track – refers to completion of a master’s degree, a doctorate
Program or post-doctoral diploma.
5.3 Self-directed Track – includes trainings offered by non-accredited CPD providers
like online training, local/international seminars that maybe applied
for and awarded CPD units by respective CPD councils. As accreditor
of ISO, ISA, PACUCOA, PAASCU, AACUP and study tours using the
profession.
5.4 Productive Scholarship – the professional teacher has
developed program/training module, curriculum guide or any
other resource material
