EXPLANATORY NOTE
The 1987 Philippine Constitution mandates that "the State shall assign the highest
budgetary priority to education and ensure that teaching will attract and retain its rightful share
of the best available talents through adequate remuneration and other means of job satisfaction
and fulfillment."
Currently, our public school teachers—the backbone of our nation-building efforts—
struggle with salaries that often fail to keep pace with the rising cost of living. A Teacher I
(Salary Grade 11) earns a base pay that is no longer commensurate with the heavy workload,
administrative duties, and the vital role they play in shaping the youth.
This bill seeks to upgrade the minimum salary grade of public school teachers from
Salary Grade 11 to Salary Grade 15. By providing a competitive salary, we not only uplift the
lives of our educators but also ensure the quality of the Philippine education system by attracting
more highly qualified individuals to the profession.
In view of the foregoing, the immediate passage of this bill is earnestly sought.

AN ACT UPGRADING THE MINIMUM SALARY GRADE LEVEL OF
PUBLIC SCHOOL TEACHERS FROM SALARY GRADE 11 TO SALARY
GRADE 15 AND APPROPRIATING FUNDS THEREFOR
Be it enacted by the Senate and House of Representatives of the Philippines in Congress
assembled:
SECTION 1. Short Title. – This Act shall be known as the "Public School Teachers'
Salary Upgrade Act of 2026."
SECTION 2. Declaration of Policy. – It is the policy of the State to promote the social
and economic well-being of public school teachers. The State shall provide for a salary scale that
will encourage teachers to stay in the service and ensure that the teaching profession remains
competitive with other professions.
SECTION 3. Coverage. – This Act shall cover all public school teachers in the
elementary and secondary levels, including those in vocational and technical schools, and all
other teaching personnel in the Department of Education (DepEd).
SECTION 4. Upgrade of Salary Grade. – The present minimum salary grade level of
public school teachers is hereby upgraded from Salary Grade 11 to Salary Grade 15. The
Department of Budget and Management (DBM) shall adjust the salary grades of those occupying
higher positions accordingly to prevent salary distortion.
SECTION 5. Implementation. – The salary increase shall be implemented in three (3) equal
annual tranches:
1. First Year: 40% of the increase;
2. Second Year: 30% of the increase;
3. Third Year: 30% of the increase.
SECTION 6. Appropriations. – The amount necessary for the initial implementation of this
Act shall be sourced from the current budget of the Department of Education. Thereafter, such
sums as may be necessary for its continued implementation shall be included in the annual
General Appropriations Act (GAA).
SECTION 7. Implementing Rules and Regulations (IRR). – Within sixty (60) days from
the approval of this Act, the DepEd, in coordination with the DBM, shall promulgate the
necessary rules and regulations for its effective implementation.
SECTION 8. Separability Clause. – If any provision of this Act is declared unconstitutional
or invalid, the other provisions not affected shall remain in full force and effect.
SECTION 9. Repealing Clause. – All laws, decrees, executive orders, or rules and
regulations inconsistent with the provisions of this Act are hereby repealed or modified
accordingly.
SECTION 10. Effectivity. – This Act shall take effect fifteen (15) days after its publication
in the Official Gazette or in at least two (2) newspapers of general circulation.
