Pin both `casey/just` installs to 1.59.0 to resolve the `unpinned-tools` findings blocking Security Analysis in #1311. The shared setup action currently references an undefined `just-version` input, while autofix omits the version entirely. Verified with zizmor 1.30.1 and the CI configuration: the changed workflows pass, and the full scan passes with #1311's workflow removal applied. On current `main`, the existing `github-app` finding in `update-typescript-go.yml` remains until #1311 removes it.
