Cancel says the run is completed, force-cancel returns 409 "Cannot cancel a workflow re-run that has not yet queued", and delete returns 403.pull_requestsynchronize, close/reopen,pushto a matching branch, or a brand-new workflow file. A re-run of https://github.com/ryuzcorp/celld/actions/runs/41742468628 also sitsqueuedwith zero jobs.workflow_dispatchin ryuzcorp/noite ran right away). githubstatus.com is all green.This looks like the same fault as #211626 and #211797. Could staff clear the stuck run records for ryuzcorp/celld (runs 41743761606 and 41742468628) and restore run creation? Please do not re-run anything; we will push fresh commits once runs are created again.
