Github Campus Enterprise no longer providing Copilot Seats?? #211898

Yes. From December 1, any Copilot seats still assigned in a Campus enterprise are billed; that's what "Copilot seats are a separate charge" in the email means. The new $0 budget only caps metered usage, not seats. Copilot was never part of the Campus Program itself. It covers GitHub Enterprise Cloud/Server at no cost, plus Actions minutes and Packages storage (about the Campus Program). Students don't need enterprise seats: verified students get Copilot Student free on their personal account (set up Copilot for students, via github.com/settings/education/benefits). Verified teachers may qualify for free Copilot Pro. So before December 1:
Trade-offs to know: Copilot Student is an AI-credit allowance with automatic model selection only, and the institution gets no policy control over it. Unassign the enterprise seat rather than relying on the two coexisting on one account. |
Uh oh!

Hi everyone,
Just received this email as a Github Campus enterprise account admin....is it what I am fearing? Our students have been relying on this to provide Copilot to our classes....I fear this has now been revoked starting Dec 1st? My students have been relying on this in our classes. I have been diligent in mediating the distribution of these copilot licenses....seems all for not...this is a massive blow to our school.
Hello Campus Program enterprise owner,
Starting December 1, 2026, active Campus Program accounts not billed through Azure will have a default $0 monthly budget for metered product usage.
Already billed through Azure? The new default budget will not apply, and your existing Azure billing arrangement will remain unchanged.
What’s included
Each Campus Program enterprise includes 25,000 enterprise seats, 50 GB of Packages storage, and 50,000 GitHub Actions minutes per month. Other metered or self-serve products—including Copilot and GitHub Advanced Security—are not included and are charged at applicable rates.
What the $0 budget means
For accounts not billed through Azure, the $0 budget will appear in the enterprise dashboard. It helps administrators track metered usage and receive alerts, and is intended to help prevent unexpected or unapproved charges. An enterprise administrator can increase or remove the budget if the institution needs additional paid metered usage.
Copilot seats are a separate charge: The $0 budget does not prevent charges for assigned Copilot seats. Remove any assignments your institution does not want to pay for before December 1. December usage charges are expected to appear on the first bill in early January.
What to do
Before December 1, 2026
Confirm that your enterprise has at least two active owners who are currently employed by your institution and use institutional email addresses. If you are not the appropriate contact, provide the correct contact’s name and institutional email address [in this form].
Review your assigned Copilot seats and remove any your institution does not want to pay for. See how to [revoke Copilot access for an organization ] or [disable Copilot for organizations in an enterprise].
Decide whether your institution needs additional paid metered usage.
Review the GitHub [Billing and Payments documentation].
After December 1, 2026
If you plan to purchase metered products, increase or remove your budget to enable paid metered usage.
If you plan to pay for metered usage through Azure, add or connect an Azure subscription.
🚩To help avoid unexpected billing, DO NOT [add or connect an Azure subscription] before December 1, 2026.
A GitHub budget is a monthly spending control for metered usage. The $0 budget does not affect the products, features, or included usage your institution already receives through the Campus Program. [Learn how to set up budgets].
