Steps to reproduce:
In GitHub Mobile, open Copilot → New Session.
Select a repo (in my case TimoVerbrugghe/homelab-monorepo), branch main.
Open the environment picker. Only Cloud is available.
Using the same account and repository on github.com in Safari, open the environment picker. Actions is available and can start a session.
Open that Actions-backed session in GitHub Mobile.

The app correctly displays its Actions environment.
Expected: GitHub Mobile allows selecting Actions when starting a repository-scoped session, as the website does.
Actual: The app can display an existing Actions session, but its new-session picker only offers Cloud.
Impact: I cannot start sessions from the app that use my repository’s copilot-setup-steps.yml, including Tailscale connectivity and homelab tooling.
