Cannot install GitHub Apps on organization: "Installations and requests are disabled for this account" (Owners also grayed out) #211372

Based on the symptoms described, this appears to go beyond the usual GitHub App installation permissions. According to [GitHub's documentation](https://docs.github.com/en/organizations/managing-programmatic-access-to-your-organization/limiting-oauth-app-and-github-app-access-requests-and-installations), organization owners can control app installation permissions and access requests. However, restricting installations to organization owners should not, by itself, prevent the owners from installing apps. Since multiple owners are affected, the same apps work on personal accounts and other organizations, and the restriction applies to the entire organization, I think GitHub should clarify whether an organization-level or account-level restriction is involved. A few things worth checking:
The other important issue is the support path. If Support automatically closes the ticket because the organization is on the Free plan, what official route is available to request a review of a restriction that prevents organization owners from installing integrations? I don't think we can determine the exact cause from the error message alone, and it would be premature to assume a policy violation. Hopefully, someone from GitHub can clarify what triggers this state and how affected organizations can get it reviewed, even without a paid support plan. |

Hi @imxiaoxian Based on the symptoms you've described, this does not appear to be a permissions issue within the organization itself. If Organization Owners are unable to install apps and the install target shows "Installations and requests are disabled for this account", it generally suggests that the restriction is being enforced at the platform/account level rather than through the organization's member permissions. Owners would normally be able to install GitHub Apps regardless of app-request settings configured for regular members. Since:
the organization likely has a platform-side restriction or account state that is preventing GitHub App installations for that specific organization. Unfortunately, the GitHub Community cannot inspect organization account status or determine the exact reason for such restrictions. Community members also cannot remove organization-level restrictions or request internal reviews on behalf of an organization. For Free-plan organizations, there is currently no community-driven mechanism to lift a platform-side restriction. If the restriction was applied by GitHub, review and removal would typically require intervention from GitHub. The challenge, as you've noted, is that some support requests for Free-plan organizations may be directed to self-service resources instead of receiving direct investigation. One thing worth checking is whether there are banners, notices, or emails associated with the organization account that might indicate a billing, policy, trust & safety, or account verification issue. If no such notices exist, the behavior suggests something that only GitHub staff can verify internally. At this point, the best outcome would likely come from a GitHub staff member reviewing the discussion and confirming: What account conditions can cause the "Installations and requests are disabled for this account" message to appear for an entire organization. Hopefully a member of the GitHub team or someone who has encountered the same organization-level restriction can provide additional insight. |

Hi @imxiaoxian, I couldn't find any official documentation for that exact message ("Installations and requests are disabled for this account"), so I can't tell you for certain what triggers it. I agree with the earlier replies that your symptoms don't look like a normal permissions problem, and here is what I can add. 1. The documented organization settings don't explain this GitHub's page on limiting app access requests and installations describes two org-level controls: whether members and outside collaborators can request apps, and whether repository admins can install GitHub Apps (it can be restricted to owners only). Both are about non-owners. Even with requests disabled and installation restricted to owners, owners are still supposed to be able to install apps, so these settings shouldn't block you. It's still worth a two-minute look at Settings → Member privileges, just so you can state in your report that they're unchanged. 2. Checks that may give GitHub (or you) more evidence
3. Getting it reviewed on a Free plan I can't speak for GitHub, and I can't confirm which Support categories are available to a Free organization. Suggestions:
4. In the meantime If you need the tool right now, using it from your personal account or from the other organization may serve as a temporary workaround where that fits your needs. I wouldn't try to get around the restriction on this organization by other means, since if it was applied by GitHub that could make the review harder. I hope someone from GitHub can confirm what causes this state. Please post back if you find out. |

Thanks for the replies (@NexzaDev and others). Follow-up evidence from an Owner account ( 1. Member privileges (unchanged / not the cause)
2. No banners / notices found
3. Install symptom still present
4. Support path
Still looking for confirmation from GitHub staff: what account/org state triggers this Owner-visible message org-wide, and what Free-plan review path exists. Happy to provide more screenshots if useful. |

Additional context that may be relevant: One of our organization Owners’ GitHub accounts was banned/suspended. We do not know the reason yet. We are currently appealing / opening a Support ticket about that account. We don’t know whether that Owner ban is related to the org-wide “Installations and requests are disabled for this account” state (all Owners grayed out on install), but we wanted to mention it in case GitHub staff reviewing this discussion finds it useful. We still have not clicked any “Remove restrictions” control, and Owners still cannot install new GitHub Apps on |

Update — inviting members is also blocked at send time. As an Owner (
Example: inviting So this is not only “Installations and requests are disabled for this account” on GitHub App install. Owner-level member invites fail verification as well, which further points to a platform/account restriction on the organization rather than a Member privileges misconfiguration. We still have not clicked any “Remove restrictions” control. Looking for GitHub staff confirmation of the org state and a Free-plan review path. |
