Database half of project onboarding. It merges first; #22279 is stacked on this branch.
project_sites.last_seen_at (timestamptz, nullable): when the acceptance loader on that site last reported in. The UI uses it to show whether the embed script is installed.
Migration 0203_project_site_last_seen.sql uses ADD COLUMN IF NOT EXISTS, so re-running it is safe. The column is nullable with no default, so existing rows need no backfill and the table is not rewritten.
0193_snapshot.json is pruned as part of the normal snapshot rotation.
Revised: an earlier version of this PR also added projects.type. Project types were dropped from the design, so that column is gone.
