Summary
Updated the pull request template to include new sections for motivation and reasoning, and to clarify reviewer guidance.
This was done to improve reviewer comprehension of PRs and give better context and grounding.
I did it this was as it was the minimal path to updating the PR template without reintroducing lots of content that we had previously removed as overblown.
