ci(deps): group Dependabot version updates daily and auto-merge the safe action bumps - #9676
Split out of #7808 at the maintainer's request: the Docker rebuild landed there, and the Dependabot cadence and auto-merge change the repository's supply-chain policy, so they are proposed here for a separate decision.
What it does
.github/dependabot.yml
github-actions and docker move from weekly to daily, with grouped version updates and the open-PR limit raised to 99 (not 0, which would switch version updates off).
github-actions: one github-actions group for every action except CodeQL's. CodeQL keeps the codeql group main already has (its init and analyze steps must move together), so it stays out of auto-merge.
docker: the separate entries fold into one directories: list covering every Dockerfile directory (a test derives the expected list from git ls-files), with a docker-base-images group. The node major ignore is kept and a postgres major ignore is added.
npm and cargo entries are untouched.
.github/workflows/dependabot-auto-merge.yml (new) turns on GitHub's own auto-merge for the grouped github-actions PR only, and only when all four guards hold:
Dependabot is the PR author;
Dependabot is also the actor who pushed the commit under review (a maintainer's fixup push does not ride in on the bot's arming);
the bump is minor or patch across the whole group (fetch-metadata reports the highest change, so a group with a major waits for a human);
every bumped action is published by a GitHub- or Docker-owned org.
Arming is pinned to the head commit that was checked, and any run whose guards fail disarms an earlier arming. Auto-merge only queues the merge: branch protection and the Deploy Gate still decide. Docker base-image bumps and everything outside the github-actions group keep a human.
It needs Allow auto-merge in Settings → General. Until it is on, the workflow goes red on each Dependabot PR it would arm and merges nothing, so merging this PR does not change what can land by itself. Dropping dependabot-auto-merge.yml leaves the cadence and grouping on their own if you only want those.
Also: a CI/CD row in ARCHITECTURE.md, and tests in tests/ci-workflow-coverage.test.mts that evaluate the real conditions instead of asserting on their text.
Evidence
tests/ci-workflow-coverage.test.mts 105/105, tests/codeql-workflow.test.mjs 8/8, tests/proto-codegen-workflow.test.mts 20/20, tests/docker-publish-on-release-workflow.test.mjs 2/2, docs-stats --check OK, on top of main at 1349385.
The guard tests were mutation-checked: dropping the actor check, the minor/patch check or the disarm negation, widening the trusted list, renaming the group, or dropping --match-head-commit each fail a test.
Unverified
The first Dependabot PR after merge is the first real run; fetch-metadata's outputs cannot be exercised offline.
Summary by CodeRabbit
Dependency Updates
GitHub Actions and Docker dependency checks now run daily, with updates grouped into pull requests. CodeQL updates remain in a separate group.
Automated updates exclude PostgreSQL and Node.js major-version changes.
Automation
Eligible minor and patch updates in the github-actions group can be automatically merged when Dependabot creates the pull request and all included actions come from trusted publishers.
Other dependency updates remain subject to manual review.
…afe action bumps
Split out of koala73#7808 at the maintainer's request: the Docker rebuild landed there;
the Dependabot cadence and the auto-merge workflow alter the repository's
supply-chain policy and are decided here instead.
.github/dependabot.yml
- github-actions and docker move from weekly to daily, with grouped version
updates and the open-PR limit off its default of 5 (99, since 0 would switch
version updates off).
- The github-actions group matches every action except CodeQL's; CodeQL keeps
its own `codeql` group (its init/analyze steps must stay on one version) and
therefore stays out of auto-merge.
- The docker entries fold into one `directories:` list, as the npm block does,
and now cover every Dockerfile directory (/demos/verification-desk and
/.oss-scanner included; a test derives the expected list from git ls-files).
.github/workflows/dependabot-auto-merge.yml (new)
- Enables GitHub's own auto-merge, only on the grouped github-actions PR and
only when all four guards hold: Dependabot is both the PR author and the
pusher of the commit under review; the bump is minor or patch across the
whole group; every action in it is published by a GitHub- or Docker-owned
org; and arming is pinned to the head commit that was checked. A run that
fails a guard disarms an earlier arming. Docker base-image bumps are not
covered and keep a human.
- Needs "Allow auto-merge" in Settings -> General; without it the workflow goes
red on each Dependabot PR it would arm and merges nothing.
ARCHITECTURE.md: the CI/CD row docs-stats requires for the new workflow.
tests/ci-workflow-coverage.test.mts: evaluates the real conditions instead of
asserting on their text, and pins the group names, the CodeQL exclusion and the
Dockerfile directory list.

PR summary: Moves Dependabot's GitHub Actions and Docker version updates from weekly to daily, groups each ecosystem into a single PR, raises the open-PR limits, folds the per-directory Docker entries into one `directories:` list, and adds a workflow that enables GitHub auto-merge for the grouped Actions PR when the author and pusher are both Dependabot, the bump is minor or patch, and every bumped action comes from a GitHub- or Docker-owned org.
Review summary
Reviewed all four changed files: the Dependabot configuration, the new auto-merge workflow, the architecture row, and the CI contract tests. The guard logic itself held up — the author and actor gates, the minor/patch predicate (verified against the pinned action's own source, which reports the highest semver change across a group), the trusted-publisher allowlist, and the head-commit pinning all behave as documented, and the configuration change removes no existing control. The one gap is in the workflow's revoke path: "Auto-merge disarm fails open: a failed revoke leaves a disqualified commit armed, and the red job does not block the merge". Every run is documented as ending either armed for the vetted commit or disarmed, but the disarm call is best effort, and because this job is neither a branch-protection context nor part of the Deploy Gate's required list, a run that cannot complete the revoke leaves the earlier arming on a head that no longer passes the guards. Closing it is a repository-configuration decision (making the job merge-blocking) rather than an in-file edit.
Ruled out (3)
Can a grouped PR that contains a semver-major bump or a third-party publisher's action arm auto-merge directly, without the disarm step being involved? The guards hold at the pinned action version: fetch-metadata computes update-type as the highest semver change across the whole group, the publisher allowlist matches literal org prefixes and classifies look-alike orgs and empty lists as untrusted, and arming is bound to the vetted head SHA.
Does the Docker or CodeQL grouping change let a base-image or CodeQL bump reach the auto-merge path, or drop the existing major-version holds? Auto-merge only arms on the `github-actions` group in the `github_actions` ecosystem, CodeQL keeps a separate group, and the node major ignore is preserved with a postgres major ignore added alongside it.
Did the test changes remove or weaken an existing security assertion in the CI contract tests? The only deletions are a comment block and a describe header; the docker-publish conditions assertions remain, and the change adds tests for the auto-merge guards, the publisher classification, and the group predicate.

Summary
Update schedules and groups .github/dependabot.yml, tests/ci-workflow-coverage.test.mts
GitHub Actions and Docker updates now run daily, with a version-update PR limit of 99. Action updates are grouped separately from CodeQL. Docker directories share one entry, which ignores major Node and PostgreSQL updates. Tests check the groups, schedules, and Docker coverage.
Auto-merge workflow and safeguards .github/workflows/dependabot-auto-merge.yml, ARCHITECTURE.md, tests/ci-workflow-coverage.test.mts
The workflow enables squash auto-merge only for trusted, grouped GitHub Actions minor or patch updates from Dependabot. It pins the action to the evaluated head SHA. For unqualified runs, it disarms auto-merge only when the current PR head matches that SHA. Documentation and tests cover these rules and related conditions.

Failed disarm still allows merging
After auto-merge is enabled, Dependabot can refresh the PR with a major bump or an untrusted action. If disabling auto-merge fails after all retries, this job goes red, but dependabot-auto-merge is not a required check. Once the other checks pass, the update can still merge without human review.
Require this job to pass before merging so a failed disarm blocks the PR.

Test checks the wrong group
Object.values(actions?.groups ?? {})[0] selects codeql, which comes before github-actions in the configuration. Adding update-types to github-actions would leave this test green, so it does not catch the change it is meant to prevent. Select actions.groups['github-actions'] explicitly.

The "keeps update-types off the github-actions group" test took the first group
of the ecosystem. Adding the `codeql` group ahead of it made the test inspect
that group instead, so adding `update-types` to `github-actions` would not have
failed it (CodeRabbit and Greptile, koala73#9676). Look the group up by name; with the
mutation applied the test now fails.

Thanks, both findings are valid. The test now looks the group up by name (84017a7) and fails when update-types is added to github-actions.
On the failed-disarm case: it is real, but narrow. The disarm step retries, and the exposure needs the GitHub API to keep failing between an arming and a later push that fails a guard, a window in which the required checks could not complete either. Making this job a required check would mean wiring it into the Deploy Gate (deploy-gate.yml's workflow_run list, deploy-gate.sh's required list, and a push trigger so the check exists on main SHAs), so I have left that to your call rather than change the gate in this PR. If you want it, I can do it as a follow-up.

🟢 Auto-merge disarm fails open: a failed revoke leaves a disqualified commit armed, and the red job does not block the merge
Severity: LOW · CWE-636
The new dependabot-auto-merge.yml workflow arms GitHub auto-merge for the grouped github-actions Dependabot pull request and promises that every run ends either armed for the commit it vetted or disarmed (.github/workflows/dependabot-auto-merge.yml:184-190). The revoke half of that promise is best effort: when the gh calls in the "Disarm auto-merge when this commit does not qualify" step fail, the step exits non-zero and the job turns red, but no --disable-auto call reaches GitHub, so the earlier arming survives on the disqualified head. Because dependabot-auto-merge is neither a branch-protection context nor an entry in the Deploy Gate required list, a red run does not hold the merge, and once the required checks pass on the new head GitHub merges it automatically. The guards that keep a semver-major action bump or a third-party publisher out of the auto-merge path are therefore conditional on a GitHub API call succeeding, on a merge path that has no fail-closed backstop.

Vulnerability: Auto-merge disarm fails open: a failed revoke leaves a disqualified commit armed, and the red job does not block the merge
Severity: LOW
CWE: CWE-636
The new `dependabot-auto-merge.yml` workflow arms GitHub auto-merge for the grouped `github-actions` Dependabot pull request and promises that every run ends either **armed for the commit it vetted** or **disarmed** (`.github/workflows/dependabot-auto-merge.yml:184-190`). The revoke half of that promise is best effort: when the `gh` calls in the "Disarm auto-merge when this commit does not qualify" step fail, the step exits non-zero and the job turns red, but no `--disable-auto` call reaches GitHub, so the earlier arming survives on the disqualified head. Because `dependabot-auto-merge` is neither a branch-protection context nor an entry in the Deploy Gate `required` list, a red run does not hold the merge, and once the required checks pass on the new head GitHub merges it automatically. The guards that keep a semver-major action bump or a third-party publisher out of the auto-merge path are therefore conditional on a GitHub API call succeeding, on a merge path that has no fail-closed backstop.
Location: .github/workflows/dependabot-auto-merge.yml:210-217
Context: retry() gives up after three attempts (5s and 10s apart); the caller then exits on the error under `set -euo pipefail` without having revoked anything
``` retry() { local attempt for attempt in 1 2 3; do if "$@"; then return 0; fi if [ "$attempt" -lt 3 ]; then sleep $((attempt * 5)); fi done return 1 }```
Location: .github/workflows/dependabot-auto-merge.yml:238-243
Context: The only revoke in the workflow: when it fails the step goes red and the stale arming survives; when the head read above it fails, the branch is never reached at all
``` current_head="$(retry bash -c "gh pr view '$PR_URL' --json headRefOid --jq '.headRefOid'")" if [ "$current_head" != "$HEAD_SHA" ]; then echo "PR head is now $current_head, not the $HEAD_SHA this run evaluated; leaving the decision to whatever run is evaluating the current head." else retry gh pr merge --disable-auto "$PR_URL" echo "::warning::Auto-merge was armed on $PR_URL and has been disabled because the commit pushed by $GITHUB_ACTOR does not meet the auto-merge guards. Review it and merge deliberately."```
How to fix:
1. Make this job a merge-blocking check so that a run which cannot complete its revoke holds the pull request. The repository's own convention is documented: only four contexts are enforced by branch protection (`biome`, `typecheck`, `unit`, `gate`), and every other job blocks merge only through the Deploy Gate's `required` list in `.github/scripts/deploy-gate.sh` (currently `changes`, `typecheck-changes`, `lint-changes`, `docs-stats`, `unit`, `consumer-prices`, `umami-postgres`, `sidecar`, `convex-tests`, `dom-tests`, `desktop-config`, `desktop-rust`, `variant-smoke-full`, `resilience-validation-smoke`, `digest-image`, `typecheck`, `biome`, `markdown`, `public-docs`, `mintlify-slugs`, `doc-anchors`, `security-audit`, `stacked-merge-guard`, `proto-changes`, `proto-breaking`, `fork-artifact-check`, `internal-generate`, `internal-auto-generate`, `internal-merge-freshness`, `proto-freshness`, `zapier`). Adding `dependabot-auto-merge` to that list, and this workflow to the Deploy Gate's `workflow_run` trigger set so the gate re-evaluates when it finishes, makes a failed revoke block the merge. The job is gated on the pull request author, so on non-Dependabot pull requests it publishes a `skipped` conclusion, which the gate already treats as passing; it must not be given a path filter, or the gate would read a missing check run as pending and strand unrelated pull requests.
2. Treat "could not confirm the revoke" as a state that blocks, not merely as a state that logs. After a failed revoke, re-read the pull request's `autoMergeRequest` and, if it is still armed, escalate to an action that prevents the merge independently of required checks, or retry with a backoff budget that is not bounded by the job's five-minute timeout. An unreadable `autoMergeRequest` must be handled as "still armed", never as "nothing to disable".
3. Cover the paths where the revoke never runs at all. A run cancelled through the `cancel-in-progress` concurrency group, or one killed at `timeout-minutes: 5` after arming, leaves the arming in place for the same reason. Prefer a per-head concurrency group that lets an older run finish its revoke, or re-verify the armed state on every run for the current head and revoke when the running commit cannot be confirmed to qualify.
4. Do not treat `--match-head-commit` as a substitute for the revoke. It is a precondition on the arming call, not a persisted constraint on the eventual merge: GitHub keeps auto-merge enabled when commits are pushed to the pull request head by an actor with write access, and merges the new head once its required checks pass. That is precisely the behaviour the revoke step exists to counter.
Please fix this vulnerability. If you propose a fix, make it concise and minimal.

The only revoke in the workflow: when it fails the step goes red and the stale arming survives; when the head read above it fails, the branch is never reached at all
Do not abort disarm when the auto-merge state probe fails.
When a disqualified Dependabot run reaches this step, armed="$(retry armed_state)" returns nonzero after three failed probes. Because the script uses set -e, it exits before checking the live head or calling gh pr merge --disable-auto. A previous auto-merge request can therefore remain enabled for a commit that no longer meets the guards.
Treat the state as unknown and continue to the existing live-head check. Keep the live-head failure fatal because disabling without that check could affect a newer qualifying run.
