docs: warn about merge queue false triggers in copilot-setup-steps workflow - #1

The example copilot-setup-steps.yml workflow triggers on push with a path filter, which also fires when PRs enter a merge queue (gh-readonly-queue/** branches)—causing unexpected workflow runs.

Changes

• Added a [!NOTE] alert after the example workflow in customize-the-agent-environment.md explaining the merge queue behavior and the fix: add branches-ignore: ['gh-readonly-queue/**'] to push and scope pull_request to the default branch.
