The Customer app of the Core package has a relation with the Document app, so the "documents" package would always need to be installed with the Core package anyway unless the relation would be removed. The Customer - Document relation could be used for saving contracts with a customer. |

The community app could be changed to contain only a document name, URL to a document, notes and the assigned user. |

Document management functionality is not always required. I suggest to create a new package 'documents' which would contain the 'Documents' app. So, this app would be removed from package 'core'.
