ubuntu-latest moved to Ubuntu 26.04 (GCC 15), where rugged 1.9.6 fails to compile, breaking the 1.2.7 and 1.2.8 releases. Matches test.yml and lint.yml, which already pin ubuntu-24.04. Co-authored-by: Copilot App <223556219+Copilot@users.noreply.github.com>

The release workflow has failed for 1.2.7 (#312) and 1.2.8 (#314), so neither version has been published. The latest release is still v1.2.6.
Cause:
release.ymlusesubuntu-latest, which now resolves to Ubuntu 26.04 with GCC 15.2. Therugged1.9.6 native extension fails to build there (The compiler failed to generate an executable file), sobundle installfails insetup-ruby.Fix: pin the release job to
ubuntu-24.04, whichtest.ymlandlint.ymlalready use and where they pass.After merge: this PR doesn't change
lib/version.rb, so the release won't run on its own. Run thereleaseworkflow manually (workflow_dispatch) onmainto publish 1.2.8, which also includes the 1.2.7 changes.
