This PR ports the rest of matrix format

TODO:

  • refine the history such that the unchanged part still be unchanged in the history
    git history already looks good
  • csr dpcpp subgroup size (use 16 for now)
  • Csr apply Unsorted Csr delete the test, because cuda/we do not ensure it always work
