Closing because this API and SDK PR has been folded into #25363. The generated API documentation crosses the storage and API boundary, so folding keeps the stack buildable without bypassing hooks. |

This stack splits experimental personal skills into smaller reviewable PRs. This PR builds on #25363.

Adds experimental user-scoped CRUD endpoints for personal skills, SDK request and response types, generated API docs, and generated site API types.
Why?
The server needs a small hidden API surface for users and admins to manage personal skills before chatd can consume the stored content.
