ABSTRACT
The COVID-19 pandemic triggered a series of changes in the academic, social and economic spheres due to the situation of
the State of Alarm. Education was one of the most affected areas due to the closure of educational institutions as a preventive
measure in the spread of the viral chain. The transition from face-to-face education to virtual teaching was one of the
emergency solutions and this generated a digital divide that also became a learning divide. The purpose of this study was to
analyse the repercussions of COVID-19 on teaching practices mediated by the use of technologies and their effects on the
educational processes of students and families in highly complex educational centres in the province of Malaga (Spain). The
methodology was qualitative, based on in-depth interviews. The most significant results point to the existence of virtual
absenteeism during the confinement, which implied to significant curricular gaps in many students, the increase in innovative
methodologies to promote student motivation, as well as the lack of resources to ensure equal opportunities from the
parameters of inclusive education.

(Inclusión), IMC (Incorporación de nuevos Métodos y Contenidos) y OR (Organización).

(Bonal & González, 2020; Cáceres-Muñoz et al., 2020; Domínguez-Castillo et al., 2022;
no tenían recursos tecnológicos o competencias digitales.

emocional.

Pedagogical strategies with ICT in vulnerable educational
contexts: Impact on the pandemic and future projections
1. Introduction
The pandemic caused by COVID-19 initiated a global problem in the social, economic
and academic spheres, which destabilised the welfare system, as it lacked the necessary
mechanisms to cope with a hitherto unknown situation of uncertainty (Brooks et al., 2020;
Cáceres-Muñoz et al., 2020; Sanz-Ponce & López-Luján, 2021). Perplexing situations
generated psychosocial consequences that impacted the management and organisation of
educational institutions (Cao et al., 2020; Mangiavacchi et al., 2021; Vallejo-Slocker et al.,
2020), which had to reassess their pedagogical model and their response to the different
circumstances of students in order to ensure continuity of education and provide quality
teaching in virtual environments.
Educational actors faced a number of challenges as they transitioned from face-to-face
to online teaching (Domínguez-Castillo et al., 2022; Hernández-Ortega & Álvarez-Herrero,
2021; Manzano-Sánchez et al., 2021), which required, in addition to having technological
tools that ensured connectivity, a greater involvement of families in their children’s
educational processes. This situation generated times of instability, especially for families at
risk of social exclusion, increasing inequalities that ranged from food shortages or job
insecurity to “digital divides” that limited access to education due to a lack of resources and
the necessary technological skills (Sanz-Ponce & López-Luján, 2021).
Providing attention to highly diverse students in poorly performing educational centres
entailed the development of various initiatives to meet the principles of educational inclusion
and the Universal Design for Learning (UDL). These specific features were already in place
before the pandemic, but they were further emphasised in the confinement and post-
confinement periods, which led to changes in attention to diversity in educational institutions.
Teachers and school guidance professionals readjusted teaching materials, teaching
planning, as well as communication procedures with students and families (Aguliera &
Nightengale-Lee, 2020; Bonal & González, 2020; Fernández-Rodrigo, 2020; Lara-Lara et
al., 2023).
This subject has aroused great interest and numerous national and international
research studies have been carried out to investigate the general repercussions of the
pandemic on teaching processes, the role of Information and Communication Technologies
(ICTs) and the pedagogical measures adopted by education professionals (Cabero-
Almenara et al., 2022; García-Gil et al., 2023; Martínez-Lozano et al., 2023; Paucar-Ojeda
et al., 2023; Trujillo-Sáez et al., 2020). Thus, the relevance of this study lies in the analysis
of the pedagogical and technological impact of at-risk educational centres on students and
families in vulnerable situations, based on the input of school counsellor professionals and
management teams (Fernández-Rodrigo, 2020).
At the international level, we highlight the work of Cáceres-Muñoz et al. (2020), which
revealed the lack of teacher training in technological tools and the development of self-taught
behaviour in designing virtual learning environments and in making the curriculum more
flexible to meet the needs of students. Hordatt and Haynes (2021) analysed the level of

digital literacy and teachers’ experiences in the use of ICTs. The findings indicate the
potential of digital tools to promote collaborative work among teachers in designing
pedagogical activities to support student autonomy. The effects of the pandemic on pre-
existing socio-educational inequalities were studied by Sahlberg (2020), who stressed the
need to rethink education by implementing innovative teaching models to ensure the active
participation of students in learning processes.
At the national level, the study undertaken by Hernández-Ortega and Álvarez-Herrero
(2021) aimed to determine the effectiveness of the management of educational
administrations in various autonomous communities in guaranteeing pedagogical continuity
during the confinement. Among some of their results, they mentioned the lack of digital
devices and their late incorporation to guarantee online teaching. Urosa and Lázaro (2021)
analysed the positive and negative aspects of the use of technological tools among students
in situations of vulnerability due to the pandemic. These authors highlighted the positive
impact of ICTs in enabling these entities to mediate between educational centres, students
and families. They also noted the difficulties arising from the digital divide, which hindered
connectivity and the socio-educational support offered to children and their families.
Manzano-Sánchez et al. (2021) conducted a quantitative study to identify the difficulties
experienced in virtual teaching during the confinement, among which they highlighted a
technological gap between families of different socio-economic status, finding that economic
and cultural differences conditioned distance learning and compromised social justice and
inclusion in school settings.
Vela (2021) studied the relevance of ICTs in underperforming schools in Andalusia
(Spain) during the pandemic. As main results, the research showed a worsening of the digital
and educational divide in vulnerable environments, which hindered communication between
teachers, families and students and significantly increased cases of school absenteeism.
Vidal (2021) analysed the influence of ICTs on the school performance of vulnerable
Spanish students during the health crisis caused by COVID-19. This author found that both
home connectivity and family supervision in the responsible use of virtual tools directly
influenced students’ academic success. Navas et al. (2021) examined the potential of ICTs
to adjust the pedagogical response to learners with special educational needs in different
Spanish regions during the confinement. The main findings of this study underscored the
importance of technological resources to promote inclusive virtual education, contributing to
the development of family support processes at a time when therapeutic treatments were
suspended due to the social restrictions imposed by the pandemic situation.
The general objective of this research was to identify the impact of COVID-19 on ICT-
mediated teaching practices in educational centres with social transformation needs in the
province of Malaga (Spain). From this general objective, the following specific objectives
were derived:
• To analyse the pedagogical strategies used during the confinement and post-
confinement periods, based on the contributions of the school guidance
professionals and management teams.
• To ascertain which methodologies and technological resources were most used
during the confinement and post-confinement periods.
Pixel-Bit. Revista de Medios y Educación, 69, 255-286 | 2024 | [Link] PÁGINA | 271
• To explore the vision for the future of educational institutions regarding the use
of ICTs in teaching practice to address diversity and the pursuit of inclusive
education.
2. Methodology
The methodology of this study was qualitative and the information was collected through
eight in-depth interviews (Bisquerra, 2004; Hernández-Sampieri & Mendoza, 2018). Sample
selection was intentional and non-probabilistic, based on criteria of accessibility and
voluntariness (Flick, 2015). Thus, the interviews were distributed among school guidance
and academic management professionals from preschool, primary and secondary schools
in areas with social transformation needs in the province of Malaga (Spain) (Table 1).
Table 1
Typology of educational centres and professionals interviewed
During the interviews, the participants were encouraged to express their opinions freely,
with the participation of a moderator who was in charge of redirecting the assessments
towards the issues addressed in this study. To gain access to the participants, a letter was
written explaining the objectives of the research within the framework of an R+D+I project
funded by the Ministry of Science and Innovation.
In the collection of information, the code of ethics was respected to ensure the
confidentiality of the interviewees. Voluntary participation was requested from the
participants, ensuring the anonymity of the information through informed consent, according
to the ethical principles of the Declaration of Helsinki (WMA, 2009). Data collection took
place during the third term of the 2021-2022 academic year.
Pixel-Bit. Revista de Medios y Educación, 69, 255-286 | 2024 | [Link] PÁGINA | 272
The interviews lasted approximately one and a half hours. Each session was conducted
in person and authorisation was requested for its recording. The questions posed were
organised in three stages. Initially, questions related to the 2020 confinement period were
addressed, followed by questions concerning the post-confinement period, referring to the
2020-2021 academic year. Finally, information was sought about the changes in
pedagogical planning and organisation that were integrated during the academic year 2021-
2022 and future trends. Some of the issues raised were the following:
• During the confinement, what were the main problems associated with the use of
ICTs by the teaching staff? by the families? by the students?
• What were the most common methodologies and technological resources used at
your school during the confinement?
• Was any type of specialised support and/or training in ICT and education offered to
families and students?
• What were the curricular adaptations made by the teaching staff to address the
learning difficulties that arose after the confinement?
• What type of training was offered to teachers during these academic years, and was
it related to technological training?
• What kind of pedagogical transformations were integrated in your school after the
COVID-19 pandemic in order to successfully address attention to diversity?

To present the results of this research, the most significant contributions of the
participants were analysed according to the categorisation process and the objectives. The
participants’ discourses were anonymised and coded to guarantee confidentiality. The units
of analysis correspond to School Counsellors of Secondary Schools (SCSS) and Directors
of Preschool and Primary Education Centres (DPPEC).
From the content analysis carried out with the [Link] application, a semantic network
was designed for the category “Pedagogical Practices”, directly related to the codes
“Pedagogical Practices during the Confinement”, “Pedagogical Practices in the Post-
confinement Period” and “Present and Future” (Figure 1).
The codes “Pedagogical Practices during the Confinement” and “Pedagogical Practices
in the Post-confinement period” are significantly related to each of the subcodes HT
(Hardware Technologies), ST (Software Technologies and pedagogical uses), OT
(Organisation of Teaching), STC (School Tasks during Confinement), IMC (Incorporation of
new Methods and Content), IN (Inclusion), OR (Organisation) and in an indirect way with
the subcategories CPI (Changes in school Practice being Integrated) and OII (Outstanding
Issues for Inclusive education).
The category "Present and Future" is directly related to CPI (Changes in school Practice
being Integrated) and OII (Outstanding Issues for Inclusive education), but was influenced
by the subcategories HT (Hardware Technologies), ST (Software Technologies), OT
(Organisation of Teaching), STC (School Tasks during Confinement), CA (Curricular
Adaptations), IN (Inclusion), IMC (Incorporation of new Methods and Content) and OR
(Organisation).

Semantic network of codes and subcodes
“It took a long time to provide computer equipment to schools, as it was all unexpected
and there were thousands of requests. In addition, there were families who did not have
computers or internet - it was difficult to contact the children” (SCSS).
One of the limitations faced by teachers during the confinement was the existence of
“virtual absenteeism”, either due to the lack of tools or the lack of involvement of some
families to ensure class attendance.
Pixel-Bit. Revista de Medios y Educación, 69, 255-286 | 2024 | [Link] PÁGINA | 275
“There were students who dropped out of the system because they felt like it, that is,
they took a few months off and no matter how much you called and told them what they
had to do to pass the subject, they didn’t do it” (SCSS).
In the subcategory “Software Technologies and pedagogical uses” it was explained that
during the confinement period the software used was Google Classroom and the immediate
response applications Mentimeter and Kahoot! In this regard, the participants stated that the
teachers lacked previous training and experience in the use of these digital resources.
However, they were supported by professionals with advisory roles in the use of ICTs. They
also noted that families played an essential role during the confinement in terms of the use
of technological applications, trying to accompany their children so that they could complete
their homework in a timely manner.
“The use of Classroom was complicated; it was a new tool, which nobody knew how to
use at first, although little by little people have started to understand the multiple possibilities
it offers” (SCSS).
“There were families that were overwhelmed. Teachers were sending a lot of homework
to students. This was a double task for many parents who were working remotely” (SCSS).
In the subcategory "Organisation of Teaching", it was noted that the teaching staff
taught their classes via videoconferencing and sent academic assignments via instant
messaging and e-mail. In addition, it was mentioned that teachers participated in student
follow-up meetings to offer personalised attention to the needs detected in each case.
The centres undertook to provide the tasks to be carried out in paper format for those
students in whose homes there were no electronic devices, as long as the necessary
technological resources were provided. In addition, they underscored the work of the
Therapeutic Pedagogy professionals, who added personalised activities to the virtual work
sessions to address the main needs and difficulties of each student.
“We were meeting during the confinement once a week. All tutors and students had an
online class timetable” (DPPEC).
“The Therapeutic Pedagogy tutor did an impeccable job, they had private sessions with
the children with special educational needs in addition to general classes” (SCSS).
In the subcategory “School Tasks during Confinement”, emphasis was placed on the
efforts to work on basic curricular areas and socio-affective aspects with students and
families faced with conflicts that disrupted coexistence in the virtual learning environments
and at home. It was essential to work on motivation, self-regulation and the acquisition of
study habits to avoid school failure and drop out.
Pixel-Bit. Revista de Medios y Educación, 69, 255-286 | 2024 | [Link] PÁGINA | 276
“Teachers had to work on emotional management, control and regulation during the
virtual classes due to the conflict situations that arose between students and sometimes
also with their families” (DPPEC).
"It is true that many students already had difficulties before the pandemic, but their lack
of motivation was exacerbated during the confinement and it was necessary to work
with them on their study habits to prevent them from dropping out" (SCSS).
“Most of the teachers made an effort to get the students to gradually return to their study
routines in order to achieve a good foundation” (SCSS).
In the subcategory “Incorporation of new Methods and Content”, the participants stated
that at their educational centres in the post-confinement stage, there was a greater presence
of ICTs than in the first half of the 2019-2020 academic year. Both the educational guidance
professionals and those on the management teams stated that digital tools played a leading
role in the teaching, management and coordination of the schools.
“The educational system has changed a lot... now there are teachers who provide
students with the work on virtual platforms, so that there is no confusion and they know what
to do...” (DPPEC).
It was also pointed out that in the post-confinement period, teachers stopped using
cooperative methods, given the health risks and the protocols that had to be followed,
promoting active methodologies such as Problem-Based Learning or the Inverted
Classroom.
"The teachers made an effort to ensure that the classes were not entirely lectures... they
tried to find topics that facilitated the sharing of different ideas and the resolution of
simulated situations” (DPPEC).
In the “Inclusion” subcategory, the participants underscored that work continued along
the same lines of attention to diversity as before the confinement. The main pedagogical
actions were the implementation of significant curricular adaptations, reinforcement
programs and intervention with students without proficiency in the vehicular language.
Pixel-Bit. Revista de Medios y Educación, 69, 255-286 | 2024 | [Link] PÁGINA | 277
“After the confinement, there were no substantial changes in attention to diversity...
each student continued to receive individual attention” (SCSS).
In the subcategory "Organisation", attention was given to coordinated work with Social
and Community Services. In addition, they also highlighted the importance of coordination
with these services, which was improved both in confinement and post-confinement to offer
greater emotional, economic and educational support. It was also emphasised that
networking was decisive in reducing cases of absenteeism on returning to the centre.
“In the centre we have a socio-educational intervention programme in the area, which
offered psychological and financial support to families, as well as educational reinforcement
to students” (DPPEC).
With regard to the organisation of work in the centres in the post-confinement period,
the participants noted the importance of involving families in school dynamics, of promoting
innovative and inclusive methodologies and of reinforcing teamwork.
"We felt more comfortable again and tried to continue with our same cooperative
methodology, seeking to contribute to bridging inequalities, making inclusion a reality"
(DPPEC).
In the category “Present and Future”, two subcategories stand out from the analyses
“Changes in school Practice being Integrated” and “Outstanding Issues for Inclusive
education”. Figure 2 presents an illustration of the semantic network with empirical evidence
from both codes, obtained from the inductive analysis of the documents.

Figure 2
Semantic network of empirical evidence
In the first subcategory, progress in the use of ICT after the pandemic was observed in
planning school tasks and sharing them with students and families, to make them aware that
digital tools favoured direct contact with the school.
“I think ICT is here to stay. Right now, the teaching staff are super-skilled... we talk about
the classroom, there is more control in the use of this platform, and we communicate
better with parents” (SCSS).
Pixel-Bit. Revista de Medios y Educación, 69, 255-286 | 2024 | [Link] PÁGINA | 279
“The percentage of students with educational needs is very high, and although we have
specialised professionals, it is they themselves who request a greater quantity and
presence of digital media to work with a diverse student body” (SCSS).
Figure 3 displays the various connections of the participants’ responses in terms of the
categories and subcategories presented.
Figure 3
Sankey diagram of the codes PPC, HT and ST
The flow between the code “Pedagogical Practices during the confinement” (PPC) and
the subcodes “Hardware Technologies” (HT) and “Software Technologies and pedagogical
uses” (ST) is very significant, since it is evident that the lack of technological resources
conditioned the normal development of teaching in virtual learning environments, affecting
possible organisational, methodological and planning changes in educational practices after
the pandemic.

4. Discussion and Conclusions
This study provides relevant data on the use of digital resources during the confinement
and post-confinement periods, as well as the difficulties faced by professionals in their
teaching work and the responsibility of families in the educational monitoring of their children
in at-risk school scenarios. At the same time, a prospective view is offered on the potential
of ICTs in didactic processes to respond to the heterogeneity of the student body.
In the dimension “Pedagogical Practices during the confinement”, the results reveal that
during the pandemic period, teachers reorganised the way they taught in virtual learning
environments, taking two key aspects into account: the lack of electronic devices and poor
training in the use of digital applications for the design, development and evaluation of the
curriculum. These data coincide with other studies (Bonal & González, 2020; Cáceres-
Muñoz et al., 2020; Domínguez-Castillo et al, 2022; Sanz-Ponce & López-Luján, 2021),
which show that teachers developed self-taught practices to meet emerging training needs
and address insufficient training in ICT usability.
With respect to the families, the participants noted the parents' feelings of bewilderment
in the educational support of their children during the confinement, due to the scarcity of
technological resources and the volume of academic tasks the teachers used to compensate
for the absence of face-to-face teaching. These findings are in line with other research
(Hortigüela-Alcalá et al., 2020; Muñoz-Moreno & Lluch-Molins, 2020), which recognises the
difficulties faced by families in ensuring the continuity of their children’s education in the
absence of ICT resources and the problems of balancing work and family life.
Notwithstanding the above, it was not a question of turning homes into schools, but rather
of reorienting family education trends and habits in order to convey normality in times of
maximum uncertainty and perplexity. In addition, more reference was made to the
knowledge and use of social networks than to the educational use of digital media to actively
help their children by adequately monitoring their studies.
In the dimension “Pedagogical Practices in the Post-confinement period”, professionals
stressed that in this period they had to combine efforts and synergies in the reorganisation
of didactic subjects to compensate for the curricular gaps and/or discontinuities due to
vulnerable students not being able to continue classes in the virtual environments during the
confinement (Gil-Villa et al., 2020; Pérez-López et al., 2021).
The increasing prominence of ICTs in at-risk school settings as a result of greater
investment and support for technological equipment is facilitating the design and
development of methodological strategies such as Problem-Based Learning, encouraging
the active involvement of students in learning experiences. This is in agreement with other
research (Lara-Lara et al., 2023; Sahlberg, 2020), which examines the digital resources and
innovative and inclusive practices used in the return to face-to-face learning after the
pandemic. Among the most relevant methodologies, flipped learning and immediate
response digital applications stood out, increasing student motivation, autonomy and
interest.
Another relevant aspect was the coordination of Community Services with educational
institutions to provide emotional support in the prevention of incipient mental health problems
in students and their families. Furthermore, the need to involve parents in the decision-
making process of school dynamics was also raised. These results coincide with other
research (Bonal & González, 2020; González & Bonal, 2021), which emphasises the value
Pixel-Bit. Revista de Medios y Educación, 69, 255-286 | 2024 | [Link] PÁGINA | 281
of community work and networking of schools with surrounding resources as a way of
offering a comprehensive response.
In the “Present and Future” dimension, the participants expressed the importance of
continued work at educational centres on the design and development of preventive
programmes to improve coexistence and to continue to propose training workshops on the
use of ICTs, based on critical and responsible use. In this respect, they stated that the
competent bodies must provide the centres with material and human resources to make
educational inclusion and equal opportunities a reality for all students with no exceptions.
Along these lines, Castro-Rodríguez et al. (2019) stated that continued support is needed
for digital skills training across the educational community, given that digital inclusion is key
to participating on equal terms in the knowledge society.
In line with the results obtained and the scope of this study, we must acknowledge
certain limitations that should be considered in future research. We relied on the
contributions of school counselling and management professionals. However, in order to
obtain a much broader perspective, it is essential to have the participation of teachers,
students and families so that, from their own experiences, they can share the main
repercussions they experienced as a result of the COVID-19 pandemic. Bearing in mind that
we chose to use a qualitative methodology based on interviews, other data collection tools
should be used to allow for the triangulation of the data obtained, using a quantitative
methodology.
The education system was able to adapt by intensifying the use of ICTs as an essential
element for a time of maximum uncertainty such as the one experienced due to COVID-19.
It is true that in particularly vulnerable school contexts, the inequality and invisibility of
students and families who did not have technological resources or digital skills were once
again highlighted. This was not only a problem for families, but also for teachers and
communities insofar as the lack of a digital culture had an impact and continues to have an
impact if the use of ICTs is reduced to a mere instrumentality without taking into account its
pedagogical value.
Digital tools have changed society and must continue to transform educational spaces
from an inclusive pedagogical perspective, promoting the incorporation of more modern and
versatile equipment while deepening practical and functional training in digital skills (Cabero-
Almenara et al., 2022). The full development and integration of ICTs in schools requires the
strengthening of a digital learning ecosystem for the professional development of teachers
with practical projection at all educational levels and, especially in those vulnerable
educational contexts where attention to diversity plays a key role from inclusive didactic
parameters. ICT as an educational value and the educational value of ICT come together
for all students and their families to provide inclusive quality education that strives for
curricular progress and emotional well-being.
