Used for transport, radio, and official business. It is purely logical: [Hour] + Uhr +
[Minutes].

Spoken German is more complex. Note that "halb" looks forward to the next hour.
• viertel nach = quarter past
• viertel vor = quarter to
• halb = half BEFORE the next hour
CRITICAL RULE: "Halb acht" is NOT 8:30. It is 7:30 (halfway to eight).
